Amendment to PN 17/2000 dated 13.01.2000 issued for computerised processing of
DEPB, 100% EOU and EPCG Shipping Bills under the ICES (Exports) at the Custom
House, Chennai reg.

Notice No.17/2000 dated 13.01.2000 was issued for computerised processing of
DEPB, 100% EOU and EPCG Shipping Bills under the Indian Customs EDI System
(Exports). It has been reported that
the Officers of Customs are insisting on the signature of Supdt. and Inspector
of Central Excise on the invoice, Annexure IV and AR 4 in these cases. It is clarified that the Supdt.s signature
on the invoice and Annexure IV are not required in the cases where there are
Boards instructions providing that the Supdt. Need not visit the factory for
stuffing and sealing. At present, in
those cases where the export is in discharge of an export obligation under
QABAL or VABAL issued under the duty exemption scheme, Supdt. Is required to
visit as per Boards instructions.
2. Therefore,
there is no need for the signature of Supdt. in the invoice/Annexure IV in
respect of exports from 100% EOU and by other Exporters. It is clarified that if an exporter produces
invoice and Annexure IV signed only by the Inspector, the Officers will accept
the same if the exporter is able to produce Trade Notice issued by the
concerned Commissionerate of C. Excise permitting the Inspector to visit the
factory for stuffing and sealing without being supervised by the Supdt.
