‘SAMMAN’ Scheme for Importer / Exporter/
Customs Clearing Agent – reg.
1.1
OBJECTIVE
The Government has launched a revenue drive to boost Customs Duty collection during the remaining part of the year 1998-99. This scheme is intended to stimulate the collection of customs duty by –
(a)
recognising, appreciating and encouraging the assesses in
voluntary payments of duty and maximising revenue collection;
(b)
recognising, appreciating and encouraging the Custom House
Clearing Agents in providing efficient and effective services in clearance of
goods and payment of duty and due:
(c)
recognising, appreciating and encouraging the Customs Staff
in efficient discharge of the duties for effective collection and enhancement
of customs duties in accordance with the law.
The Scheme
proposes to accord ‘SAMMAN’ to the persons in these three groups in the form of
awards to selected personnel in various categories in each group who have been
adjudged to have made an outstanding contribution towards the success of the
revenue drive.
1.2
AWARD
Awards to
be given and persons / firms eligible for it –
(I)
The best two performances among Importers in the following
categories:
(i) Importers in Public Sector / Govt. Department.
(ii) large
importers in Private Sector paying revenue of over Rs.1 Crore.
(iii) Other
importers in Private Sector.
(II) The best
two performances among Exporters in the following categories:
(a)
Merchant Exporters
(b)
Export Houses
(c)
Manufacturer Exporters
(III) The best
two performances among the Customs Clearing Agents in the following among
importers in the following categories:
(i) Import and
(ii) Export
The awards
will be given in each of these categories for the best two performances in:
(a) Commissionerate
(b) Zone
(c) All India
It is clarified that the performance in the Commissionerate alone would be taken for the award there, in the Commissionerate within the zone/ for the zonal award and performance in all the Commissionerates for the All India award.
1.3
CRITERION
The basic criterion for each performance would be revenue paid/value of export, compared to the performance in the previous financial year. There would be given a weightage of 40% for performance in the firt 8 months and weightage of 60% for the second period of 4 months. For ease of reference, the formula for comparison is indicated below:
A1 = Revenue collected / volume of export during 01.04.98 to
30.11.98
B1 = Revenue
Collected / Volume of export during 01.04.97 to 30.11.97
C1 = Percentage increase of A1 over B1 = (A1/B1) X 100
A2 = Revenue collected / volume of export during 01.12.98 to
31.03.99
B2 = Revenue collected / volume of export during 01.12.97 to
31.03.98
C2 = Percentage increase of A2 over B2 = (A2/B2) x 100
Performance
= Weighted percentage = (2 x C1 + 3 x C2) / 5
For
the purpose of the scheme it is clarified that the gross revenue collected and
volume of export has to be considered.
In other words refund and drawback are not to be deducted.
1.4
FIRMS / PERSONS COVERED AND SELECTION METHOD:
All Importers, Exporters and Customs Clearing Agents operating within the jurisdiction would be covered. The performance of firms/persons would be compared among other firms/persons of the same category to determine the best two performances within the jurisdiction.
1.5
PERIOD OF PERFORMANCE:
The period under consideration for the purpose of the grant of awards is 01.04.98 to 31.03.99 with 60% weightage for the period 01.12.98 to 31.03.99.
1.6
SELECTION PANEL
Awards for best performance within the Commissionerate, the selection panel will be constituted by the jurisdictional Commissioner(s) who (or senior most) will also head the panel will be constituted by the jurisdictional Chief Commissioner who will also head the panel. The All India awards will be decided at the Board’s level and the Member (P & V) would be the convenor of the selection panel.
1.7
FUNCTION / CEREMONY:
This will be held around May ’99. There will be ceremonies at the Commissionerates, Zonal and All-India levels, details of which shall be intimated in due course.
