SUBJECT:  Procedure for computerised processing of        Katcha Shipping Bills under the Indian Customs EDI System (ICES) – Exports at Air Cargo Complex, Meenambakkam, Chennai.

 

Attention is invited to this office Public Notice No.51/97 giving the procedure to be followed for computerised processing of Shipping Bills under the Indian Customs EDI Systems – Exports.

 

2. Representations from Trade and CHAs have been received that they are finding difficulty in exporting Newspapers under EDI system at ACC.  Hitherto Newspapers were exported under Katcha Shipping Bill during early hours of the day.  In these cases the Export Freight Officer gave the “examination report” and “allowed for export” endorsement on the katcha shipping bill.  The Shipping Bills thereafter admitted by the export department and regularised.

 

3.  The matter has been examined and the procedure for export of consignments under Katcha Shipping Bills shall be as follows:

 

3.1.  It is noted that in many cases the exporters who have been filing katcha shipping bills are fully aware of the description and quantity of the goods to be exported well in advance except that the export goods are brought after the normal working hours.  In such cases the exporters are now advised to file the shipping bills in the service centre well in advance.  The shipping bill so filed will be alive in the system for a period of 7 days from the date of the filing of the shipping bill.

 

3.2.  The exporter after filing the shipping bill in the service centre should bring the cargo along with Annexure ‘C’ of the above-cited Public Notice, the checklist given from the service centre and other export documents. The Preventive Officer after receiving the goods will endorse “examination report” and “allowed for export” in the Annexure ‘C’ itself.  The Annexure ‘C’ will be handed over to the export shed on the same working day by the Preventive Officer for further processing.  The Appraiser will enter the report in the system with a remark “goods examined by the EFO” and give Let Export order in the usual manner.

 

4.  The AC(Exports)-EDI should monitor and ensure that the exporters who avail the facility of export as stated above, file shipping bills on the same or next working day.
