WHAT IS ICEGATE?
ICEGATE stands for the Indian Customs and Central Excise
Electronic Commerce / Electronic Data interchange (EC/EDI) Gateway. ICEGATE is
a portal that provides e-filing services to the trade and cargo carriers and
other clients Customs & Central Excise.
What
does it offer?
Through
this facility the department offers a host of services including electronic
filing of Bill of Entry (import goods declaration) and Shipping Bills (export
goods declaration) and related electronic messages between Customs and the
trade using a choice of communication facilities including the communication
protocols commonly used on the internet. The airlines and shipping agents can
file manifests on the Internet filed using this facility.
What is Remote
EDI System?
Remote EDI System
(RES) is a Windows based
software package designed and developed by National Informatics Centre.
The software facilitates
the Customs House Agents / Importer/ Exporter in preparation of Shipping Bill
and Bill of Entry declarations in the format acceptable to Indian Customs EDI
System (ICES) for submission at Customs House through ICEGATE.
RES
– An Overview:
RES
comprises of two subsystems:

RES/I for preparing the Imports
document;
·
RES/E for preparing the Exports
document.
The message file generated
by the RES can be submitted to the Customs House by uploading directly to
the ICEGATE Web Site (http://icegate.gov.in
).
The message is transmitted
to the designated Custom House by the ICEGATE. After validation, the document
gets submitted and the Bill of Entry / Shipping Bill Number is sent to the
user as an acknowledgement. In case of error, negative acknowledgement is
sent with error message.
RES
provides the following facilities:
Document
Preparation
The Option facilitates in
entering Shipping Bill / Bill of Entry declarations. Unique Job Number is
assigned for each declaration. The relevant particulars of Master,
Invoice, Item details with classification etc. can be entered. Online help facility has been provided
on all-important directories such as CTH, CETH, DBK Schedule,
DEPB Schedule, Exchange Rate, and Country Code etc., which can be used
during the preparation of the documents.
Modification
Modification option allows
inserting, updating or deleting master, invoice, item and other related
particulars in the Jobs already created.
Printing
/ Message Generation
After the Job is entered,
the checklist can be printed for verification. After
verification, Message File can be prepared for submission through ICEGATE
for further processing. MIS reports can also be viewed and printed.
Administration
and Housekeeping
The option facilitates in
maintaining the directories such as Port, Currency, Exchange Rate,
Importer / Exporter, Consignee Master etc. To facilitate faster entry of
documents, IEC-wise template can be created which is used for preparing a
new document.
Enquiry
Messages received from the
Customs House can be integrated with RES for future reference by invoking
the option.

1. System
Requirements:

2. VISIT www.icegate.gov.in FOR GETTING
REGISTERED WITH ICEGATE:
·
Complete the Member Registration procedure
·
Your ICEGATE ID will be communicated by
ICEGATE through email.
·
Custom House Agents
has to submit their ICEGATE ID to EDI Department in writing to update their
database for getting acknowledgements in Exports through ICEGATE.
·
The Guidelines available on the website
http://www.icegate.gov.in may be downloaded for ready reference.
3. VISIT www.ices.nic.in FOR DOWNLOADING RES
PACKAGE:
·
If
you are a new user, register yourself with ICES at http://www.ices.nic.in.
Click at the New User link and submit the relevant details. After successful
registration, login by providing your UserID and Password. If you are already
registered, just login.
·
Click
at the Download Button available in the left hand side menu bar. System will
prompt for the Agreement. Read the disclaimer carefully before continuing.
Accept the conditions by clicking the 'I Agree' button & Submit.
·
You
will be taken to the Download page.
·
The
download is provided in two formats,
·
Single
ZIP file of approximately 12-13 MB and
·
Multiple ZIP files of approximately 2.5 MB each.
·
If
you have a good Network connectivity, download the Single ZIP file. Otherwise,
you may choose to download the package in parts by using the Multiple ZIP files
option.
·
The
system will prompt you to save the file.
·
Select
the folder and click at the save button. The file will be downloaded in the
folder specified.
·
Click
at open button and unzip the file downloaded by using a utility like WINZIP.
Extract the files in a folder, say RESINSTALL, in you hard disk.
4. INSTALL RES:
RES
Imports Package
·
To
install RES Imports Package on Windows 2000, Service Pack 4 is required.
If Service Pack 4 is not installed in your Computer, install it first. After
installing Service Pack 4, move the file “helpstr.ocx” from the folder
C:\WINNT\System32 to some other folder.
·
After
you have unzipped the files downloaded from the site in a folder on your
Hard Disk, Double click the Setup.exe. If you have taken the software on a
CD, Insert the CD in the drive and double click the CD icon from My
Computer. Double click Setup.exe.
·
Click
at Change Directory and change the path from C:\Program Files\Resimp\to c:\res\import
and click at the button as shown above.
·
Follow
the instructions and continue by as shown on the screen.
·
Click
‘YES’ always, if a screen is displayed for Version Conflict
·
If
error displayed while registering, just click Ignore and continue.
·
After
‘Successful Installation’ message, click Finish.
·
Select Start->Setting->Control
Panel->Regional Settings.
·
Click
Date Tab and change the Short and Long
Date style to dd/MM/yyyy.
·
Apply
the changes.
·

RES Exports Package
·
After
you have unzipped the files downloaded from the site in a folder on your
Hard Disk, Double click the Setup.exe. If you have taken the software on a
CD, Insert the CD in the drive and double click the CD icon from My
Computer. Double click Setup.exe.
·
Follow
the instructions as shown on the screen.
·
System
will prompt for the destination directory to install the software.
·
Keep
the default directory (C:\Program Files\RESExports) or change by clicking
at the Change Directory Button. Click the button to start the
installation.
·
If
a screen is displayed a window for Version Conflict, click ‘YES’
·
If
error displayed while registering, just click Ignore and continue.
·
After
‘Successful Installation’ message, click Finish.
·
Select Start->Setting->Control
Panel->Regional Settings.
·
Click
Date Tab and change the Short and Long Date style to dd/MM/yyyy.
·
Apply
the changes.
·
Download the “User Manual” from the website
www.ices.nic.in
for ready reference.
5. START USING RES AND CREATE DOCUMENTS

Start->Programs->RESExport->RESExport

6. FILE DOCUMENTS ONLINE BY UPLOADING
·
Create the electronic
message (Bill of Entry / Shipping Bill) by using the RES Package
·
Upload the document at
www.icegate.gov.in after logging in with your ICEGATE ID.
·
The return message from ICES (such as
Acknowledgement or any other message) will be sent to the user (Importer /
Exporter / CHA) on the email provided at the time of registration
7. UPDATE THE RES PACKAGE
·
You
are adviced to visit http://www.ices.nic.in
regularly for downloading the software updates.
·
Download
the software update, if any.
·
The
system will prompt you to save the file. Select the folder and click at
the save button. The file will be downloaded in the folder specified.
·
Extract
the files; Read the readme.txt file; Follow the procedure mentioned in the
readme.txt file.
·
The
RES Package will be updated with the changes specified.
