Subject: Green Channel – Procedure – Regarding

    All officers concerned are hereby informed that this Custom House has issued Public Notices no. 242/98, 232/99 and 23/2004 regarding Green Channel facility for the clearance of import consignments. As per Public Notice 232/99 dated 02.09.99 read with Public Notice 23/2004 dated 06.02.04, 7 categories of importers listed below are eligible for clearance under Green Channel facility.

    1.     Units paying a estimated duty of Rs. 10 Crores and above per annum;

    2.     (a) Exporters holding certificate of Export House, Trading House, Star Trading House and 
            Super Star Trading House; 

            (b) 100% E.O.Us 

    3.     Public Sector Manufacturing Units, Central/State Government Undertakings and Central and 
            State Government Departments; 

    4.     Statutory Corporations, Central Government approved Test Houses and Research Institutes; 

    5.     Top 20 Importers in terms of their duty payment which will be updated in the first week of 
            April every year; 

    6.     Manufacture/Importer of electronic goods having investment of Rs. 30 Crores and above;

    7.     Importers having unblemished record in the past 

    The list of importers covered under serial no 1 and 5 as on 1st April every year shall be prepared by EDI section and made available in the custom house web site and intranet. Importers falling under serial no 7 shall present their application for Green Channel facility to DC (Enquiry) and those cases shall be processed by Enquiry unit of the Custom House. The eligibility will be decided based on merits of each case. The list of importers who have already been permitted for clearence under Green Channel facility have already been made available in Public Notice 23/2004 (as annexure).

     All eligible Importers intending to avail the Green Channel facility may at the time of filing EDI bill of entry make request in Annexure I by entering “Y” against Entry No. “14 (B)”. On checking the eligibility of the importer for Green Channel facility by the Appraising Officers of the assessing groups, AC/DC may approve the permission for Green Channel facility in the system.
