Subject: Examination norms for export goods at the Port of Export and selection of consignments – Regarding.

The revised scale of physical
examination of various categories of export goods at the Port of export
prescribed in the CBEC Circular No.6/2002 dated 23.1.2002 was communicated to
the Importers, Clearing Agents and Trading Public vide this Custom House Public
Notice No.33/2002. As per the revised
procedure, the facility extended to exporters under CBEC Circular No.90/98
dt.8/12/98 was withdrawn. Similarly,
the Green Channel facility was also discontinued. However, the new procedure envisages selection of only of a given percentage of
consignments for examination.. In the
case of EDI Shipping Bills, the selection of the consignments for examination
will be done by the system itself as per this Custom House PN 58/2002 dated
21.2.2002. In the case of manual S/Bs,
the AC/DC countersigning the Shipping Bills will select the Shipping
Bills/Consignments for examination.
Consignments/Shipping Bills which are not selected for examination,
“Waiver of examination” will be recorded on the S/B by the assessing AO and
AC/DC. The selected
Consignments/Shipping Bills will be examined as per the scale prescribed in the
Board’s Circular No.6/2002 reproduced in this Custom House PN 33/2002. Difficulties, if any, may be brought to the
notice of the Addl. Commisssioner (Appg.)/Addl. Commissioner (Prev.). Sd/-
