PUBLIC NOTICE NO.   12  / 2001

 

             Sub: Declaration of Ennore Port as Customs Area for unloading / loading of Import / Export cargo etc.– procedures to be followed – reg.

 

                                                            * * * * * *

                        In pursuance to Public Notice No. 11/2001 dated 31.01.2001, the Ennore Port has been declared as Customs Area for unloading of import / loading of export goods of any class of such goods. The detailed procedures to be followed for filing of manifest, Bill of entry, Shipping Bill, examination and clearance of the cargo etc. for the time being and until further orders are laid down hereunder:

 

1. FILING OF IGM:  Those of the Steamer Agents who intend moving of their vessel to Ennore port for discharge of cargo have to file a separate IGM with Chennai Customs Import department, furnishing all the particulars of the cargo to be discharged at that port and a separate serial number is to be assigned for that IGM. Separate registers will be maintained for assigning the IGM number and other transactions at Custom House, Chennai, for Ennore Port.

 

2. FILING OF B/E & S/B: The Bills of entry for clearance of the import cargo are to be filed manually at Chennai Customs Import department, indicating the goods to be cleared at “ENNORE PORT”. The Bills of entry filed for clearance at Ennore Port will be given separate serial numbers and a separate seal viz. “ENNORE PORT” will be affixed on them for easy identification. The usual procedure will be adopted for assessment. 

Similarly, the Shipping Bills filed for export cargo are also to be filed manually assigning a separate EGM No. and indicating the Port of shipment as “ENNORE PORT” and assessment will be as per the usual procedure in vogue.

Till introduction of EDI System at Ennore Port, Bills will be admitted manually [both Bills of entry and Shipping Bill].

 

3. PAYMENT OF DUTY / CESS: Regarding payment of duty, cess and other dues, if any, the same should be remitted in the name of “Commissioner of Customs A/c. Ennore Port”.  The cash department will maintain a separate head of account for “Ennore Port” transactions.

 

4. DUTY FREE GOODS: Appraising Main will assign Foreign Duty Free Number after making necessary entries in the Register kept separately for “Ennore Port” and will attend to this with the usual procedure.

 

5. LICENCE SECTION: The licence section will endorse the Bills of entry filed for clearance at “Ennore Port” after making necessary entries of the licence particulars in a separate register and will attend to this with the usual procedure.

 

6. EXAMINATION & CLEARANCE OF CARGO:  For completing the formalities relating to examination and clearance of Import & Export Cargo the CHA/Importers/Exporters will make an application to the Asst./Dy. Commissioner of Customs [Docks] for posting of necessary staff. No customs formalities should be carried out at Ennore Port in the absence of Customs Officers.

                        All the imports / exports made through “Ennore Port” should be entered in separate registers in the relevant field formations which will be transferred to the Ennore Customs area after formation of full-fledged port area.

 

7. INTERNAL AUDIT & MANIFEST CLEARANCE DEPARTMENTS: Formalities relating to Auditing and manifest clearance, respective departments in the Custom House will attend to this work by maintaining separate registers, files pertaining to Ennore Port transactions.

 

8.                  All other Customs formalities / work pertaining to Ennore Port, Import / Export etc., shall also be attended by the concerned sections of this Custom House Mutatis – Mutandis and by maintaining separate files registers.
