PUBLIC NOTICE NO: 319 / 2001

 

Sub: Agreement entered between the Chennai Port Trust and M/s. Chennai Container Terminal  Ltd., -Appointment of CCTL as custodian for handling of the Container Berths and Containerised Import/Export Cargoes - specification of procedures - reg.

                                                            * * * * * * *

 

1.0       Consequent upon the entering into an agreement between M/s Chennai Container Terminal Ltd. (CCTL) and Chennai Port Trust, the CCTL was appointed as a custodian for handling container berths and Containerised Import/Export cargoes as per the this  House PN No.318/ 2001 dated   04.12.2001.  The related procedures to be followed by the Trade / CHA’s and other associated agencies for customs clearance are specified hereafterwards.

 

2.0       IMPORT CARGOES:-

 

2.1              Fixing Customs OTS on Import containers with damaged load-port seal / discrepancy in seal no., in the Container Yard:-

 

Whenever the Import container is found to have damaged load-port seal / discrepancy in seal no., at the time of off-loading from the vessel or later but before releasing from the Container Yard, M/s.CCTL / Steamer Agent shall bring it to the notice of the Preventive Officer in the Container Yard IMMEDIATELY.  The P.O. (Container Yard) will fix Customs OTS on such containers.  If necessary, M/s.CCTL can also fix their OTS.  Survey, if any, to be conducted at the instance of M/s.CCTL / Steamer Agents by opening the container, the same can be done only in the presence of Preventive Officer (Container Yard) and Appraiser (Docks).

 

2.2       Direct delivery to CHA/Importers (other than those availing Green Channel facility):

 

The CHA/Importer will produce to CCTL a  requisition letter specifying the container number(s) which are to be moved for examination .The container which are specified for examination will be moved by the CCTL to the “O”  yard.   The remaining containers which are covered by the same bill of entry but not moved for examination to the “O” Yard, will be delivered from the Container Yard itself.

 

2.3       Direct delivery to CHA/Importers (Green Channel)

 

The Appraising Officer  (Examination) will order P.O. Container Yard to check the “Load Port OTS” as and when the Container(s) passes through exit gate of “Container” Yard and allow clearance to the importer/CHA.  The CHA/Importer will produce the duplicate copy of the Bill of Entry/out of charge (Custodian copy) to CCTL for delivery of container(s).

 

2.4       Import Container to Off Dock CFS:

 

There is no change in the Customs documents / procedures. The Preventive Officer at container yard will verify the seal and put Customs OTS at Exit Gate and record the details in PNR. The fact of affixing of CCTL OTS for container having damaged load port seal will also be recorded by the Preventive Officer.

 

2.5       Delivery of Empty Container:

 

The existing Custom documents / procedure will continue .The Empty container will be inspected by the Preventive Officer at the Exit Gate of Container Yard and allow movement.

 

2.6        Import Container for ICD Movement:

 

There is no change in Customs documentation. The Preventive Officer at Container Yard/Container Cell will inspect the container(s) at the exit gate of the Container Yard, affix and record the Customs OTS number as well as intactness of the load port OTS in the TSA and permit movement of container. The fact of affixing of CCTL OTS for container having damaged load port seal will also be recorded by the Preventive Officer.

 

2.7       Import LCL CFS:

 

The existing Custom documents and procedures will be continued.

 

3.0              EXPORT:

 

3.1              Central Excise Sealed Containers:-

 

The CHA will submit the duplicate documents and get the Shipping Bill processed.     The Appraising Officer will give “Let Export Order” with the condition that the container should be allowed for shipment subject to the verification of the Central Excise Seals.   The Container will enter the Port with the Shipping Bill having the conditional  “Let Export Order” of the Appraising Officer.

 

When the Container enter the “In Gate” of   “Container Yard”, the Preventive Officer will open the sealed cover sent by the Central Excise Officers, check the seal and “allow shipment” with an endorsement in the Shipping Bill.

 

3.2       Factory stuffed Container:

 

There is no change in documentation procedure.

 

3.3       Container from Off Dock CFS:

           

There is no change in Customs Documentation and procedures.

 

3.4       Containers from ICD:

 

             There is no change in Customs Documentation and procedures.

 

3.5       LCL Containers from ‘O’ yard:

            

There is no change in Customs Documentation and procedures.

 

This public notice shall come into effect from 04.12.2001.
