PUBLIC NOTICE NO.  352 /2001

 

                              

Government of India, Ministry of Finance, Department of Revenue, New Delhi, Notification No.112/2001-Cus vide F. No. 341/68/97-TRU, dated 31.10.2001, is reproduced below for the guidance of the Importers, Clearing Agents and Trading Public.

Notification No. 112/ 2001-Customs

            In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby makes the following further amendment in the notification of the Government of India in the Ministry of Finance (Department of Revenue), No. 17/2001-Customs, dated the 1st March, 2001, namely:-

In the said notification, -

(a)  in the Table, after S. No. 250 and the entries relating thereto, the following shall be inserted, namely:-

 

(b)   in the Annexure, in Condition no. 52, -

(i)   in sub-condition (a), for the words beginning with "petroleum operations" and ending with the words "First Schedule", the following shall be substituted, namely,-

"petroleum operations or coal bed methane operations, as the case may be, to be undertaken under a contract signed with the Government of India, on or after the 1st day of April 1998, under the New Exploration Licensing Policy, or on or after the 1st day of April 2001 in terms of the Coal Bed Methane Policy, as the case may be;"

(ii)  in sub-conditions (b) and (c);

(a)   for the words "petroleum operations" wherever they occur, the words "petroleum operations or coal bed methane operations, as the case may be" shall be substituted

(b)    (b) for the words "New Exploration Licensing Policy" wherever they occur, the words "New Exploration Licensing Policy or Coal Bed Methane Policy, as the case may be" shall be substituted ;

(c)  after List 19 and the entries relating thereto the following shall be inserted, namely:-

"List 19A (See S. No. 250 A of the Table)

(1)      Land Seismic Survey Equipment and accessories, seismic survey vesels, global positioninig system and accessories, and other materials required for seismic work or other types of Geophysiacl and Geochemical surveys for on-shore activities

 

(2)      All types of Driling rigs, shot-hole drilling rigs. Mobile rigs, workover rigs consisting of various equipment and other drilling equipment required for drilling operations, snubbing units, hydraulic workover units, self-elevating workover platforms

 

(3)      All types of Equipments / units for specialized services like, cementing, logging, casing repair, Production testing, simulation and mud services, reservoir engineering, geological equipment, directional drilling, Stimulation, Coil Tubing units, drill stem testing (DST), data acquisition and processing, solids control, fishing (as related to downhole retrieval in coal bed methane operations), well control, blowout prevention (BOP), pipe inspection including Non Destructive Testing, curing, gravel pack, well completion and workover for SBM wells including wireline and downhole equipment

 

(4)      All types of casing pipes, drill pipes, production tubing, pup joints, connections, coupling, Kelly, cross overs and swages, Drive Pipes

 

(5)      All types of drilling bits, including nozzles, breakers and related tolls

 

(6)      All types of coal bed methane chemicals including synthetic products used in coal bed methane operations, required for drilling, production and transportations of gas

 

(7)      Process, production and well installation for CBM and water injection including items forming part of the installation and equipment required like process equipment, turbines, pumps, generators, compressors, primemovers, water makers, filters and filtering equipment, Telemetery, Telecommunication, Tele- Control and other material required for installations

 

(8)      Line pipes for flow lines and trunk pipelines including weight-coating and wrapping

 

(9)      Tanks used for storage of coal bed methane water, mud, chemicals and related materials

 

(10)  All types of fully equipped units/equipment required for pollution control, fire prevention, fire fighting, safety items like fire and gas detection equipment, including H2 S monitoring equipment

 

(11)  Mobile and skid mounted pipe laying, pipe testing and pipe inspection equipment

 

(12)  All types of valves including high pressure valves

 

(13)  Communication equipment required for operations including synthesized VHF Aero and VHF multi channel sets (17) Non-directional radio beacons, intrinsically safe walkie-talkies, directional finders, EPIRV, electronic individual security devices including electronic access control system

 

(14)  Specialized antenna system, simplex telex over radio terminals, channel micro wave systems, test and measurement equipment

 

(15)  Area surveillance system

 

(16)  Common depth point (CDP) cable, logging cable, connectors, geo-phone strings, perforation equipment and explosives

 

(17)  Wellhead and Christmas trees, including valves, chokes, heads spools, hangers and actuators, flexible connections like chicksons and high pressure hoses, shut down panels (22) Cathodic Protection Systems including anodes

 

(18)  Technical drawings, maps literature, Data tapes, Operational and Maintenance Manuals required for coal bed methane operations

 

(19)  Sub-assemblies, tools, accessories, stores, spares, materials, supplies, consumables for running, repairing or maintenance of the goods specified in this List

Note:- The principal notification was published in the Gazette of India, Extraordinary, vide notification No. 17/2001-Customs, dated the 1st March, 2001 [G.S.R.116 (E), dated the 1st March, 2001] and was last amended by notification No. 111/2001-Customs, dated the 31st October, 2001 [G.S.R. 810 (E), dated the 31st October, 2001].
