PUBLIC NOTICE NO. 64/99

Procedure for courier documents clearance at

Anna International Airport, Chennai.

Attention is invited to Notification No.87/98-Cus(N.T.) dated 9.11.1998 issued by the Ministry of Finance, Govt. of India and this Commissionerate Public Notice No.209/98 – Air dated 24.12.1998.

The present Public Notice is issued exclusively for round-the-clock clearance of “documents” imported by courier mode in the Customs Arrival Hall of Anna International Airport, Chennai.In future, the “documents” imported by Courier will be cleared by Air Customs Officers/Air Customs Superintendents at a specified counter in the Customs Arrival Hall itself.The authorised registered courier companies shall hereinafter follow the procedure as detailed below:

a)

The On-Board Courier (OBC) or the person in charge of the Aircraft shall file a courier import manifest immediately on arrival of the aircraft with the Station Duty Officer (SDO) in Form Courier Bill of Entry-I (CBE-I) and obtain the I.G.M. Number already assigned to the particular flight.

b)

The representative of the authorised courier shall segregate the bags containing documents and file a separate courier manifest in Form CBE-II for documents before the Courier Baggage Clearance (CBC) Officer who will be the A.C.O. (Visadex) imports, at the Customs counter in the Customs Arrival Hall.After segregation of the courier bags containing documents, the representative of the authorised courier shall file CBE-III in triplicate with the Courier Baggage Clearance Officer who shall assign serial numbers for these forms and enter all the particulars in the register and handover all the copies back to the representative of the authorised courier company.

c)

Then all the courier bags containing documents shall be presented to the CBC Officer at the Customs counter after scanning.The CBC Officer will inspect the documents.In case of doubt or suspicion, a thorough examination will be resorted to.During the examination, if any non-bonafide documents or goods of commercial value including designs, drawings, CD Roms are found, the same will be detained for assessment and clearance under CBE-IV or CBE-V as the case may be by the Appraiser in the Courier Cell on the next working day.Detention Receipt will be given to the representative of the authorised courier and detained goods shall be deposited in the Airport Warehouse duly sealed as per the procedure.The details of the detained goods shall be entered in the Detention Register maintained by the CBC Officer.All the bonafide documents will be cleared by the CBC Officer and “Passed out of Customs charge” given by the Superintendent of Customs in charge, in CBE-III.The ACO posted at the exit will permit removal of the bags after verifying the “Out of charge”endorsement given on the CBE-III.The original and duplicate copies of the CBE-III will be retained by the CBC Officer and forwarded to the Courier Cell on the next working day and the triplicate copy will be given to the representative of the authorised courier company.

d)

The working of this procedure will be reviewed after 3 months.This new procedure comes into force with immediate effect.
